Purpose of this Business Plan

This is an important document for our community. It sets out the core services provided by the Council, the community's vision and what is proposed for the next three years.

The plan was initially developed by the Coomalie community via a series of public meetings and submissions. It was revised in subsequent years after calling for public submissions. It sets out what we believe needs to be done, when it will be done, which section of Council or the community will do it and how it will be financed.

The Council will check actual performance against the plan and report on a quarterly basis as part of its budget review. The plan will be reviewed should external events affect possible outcomes.

This is a plan for the future. It aims to coordinate resource use for better effectiveness and facilitate planning for projects that will take more than one financial year to complete.

Assumptions of this Business Plan

Inflation is assumed to be 3% and that government grants increase with inflation unless information suggests otherwise. Changes to taxation and other matters outside Council's control are not provided for as being not foreseeable.

It is assumed projects that are reliant on grant funding will not proceed unless the grant is forthcoming. It is assumed Council does not wish to change its policy of not borrowing. Fees and Charges are assumed to have been set with the aim of full cost recovery.

Development of this Business Plan

This Plan builds on and to some extent updates the Corporate Plan, which was adopted in 1995. The Business Plan was updated in 2008 as well as in 2007 and in 2006 and 2005 via a Strategic Plan Questionaire which was mailed to all residents.
